This clever little device creates a spark with a flint wheel. You use the spark to ignite your tinder, and it actually comes with 5 paraffin wax-coated cotton tinders. They each burn up to 5 minutes. There’s a video in the listing that shows how to use them effectively and the lighter.
It all comes in a water-resistant storage case which floats on water and has a nice lanyard hole as well.
